India supplies generic medicines to over 200 markets. Uttar Pradesh has a dedicated pharma policy with a special package for bulk drug and medical device parks. This page covers export data from the Department of Commerce and the state incentives.

Importance to the Indian economy

India's pharmaceutical exports rose from US$ 27.85 billion in 2023-24 to US$ 30.47 billion in 2024-25 and US$ 31.12 billion in 2025-26 (DGCI&S data, Department of Commerce reply in the Lok Sabha).

As per the Department of Commerce, India ranks third globally in pharmaceutical production by volume and more than 60% of its pharma exports go to stringent regulatory markets. Meeting those quality standards is a key cost in any new unit, which is why the UP policy reimburses certification and patent costs.

Applicable across sectors. A manufacturing project of ₹50 crore or more can also be evaluated under the UP Industrial Investment & Employment Promotion Policy 2022 (valid to 3 Nov 2027), and an MSME unit under the UP MSME Promotion Policy 2022. As a rule only one state policy can be used for the same investment, so compare the sector policy with these general policies on your own numbers before applying.
