MSME Ministry Schemes (ZED, LEAN, MSE-CDP)

The Ministry of MSME supports quality, productivity and cluster infrastructure through ZED certification, the LEAN scheme and the Micro & Small Enterprises Cluster Development Programme (MSE-CDP). These are not capital subsidies for your own plant; they reduce the cost of certification and fund shared facilities.

Status (checked 4 Oct 2026): ZED and LEAN guidelines state validity to 31 March 2026, and MSE-CDP follows the same scheme cycle. An interim continuation to 30 September 2026 may apply. We did not find a notification continuing them for 2026-31, so treat new applications as subject to continuation.

ZED (MSME Sustainable) certification

For Udyam-registered MSMEs, implemented with the Quality Council of India. Certification cost from 18 September 2024 and subsidy on that cost:

Add-ons: 10% more for SC/ST-owned units and units in NER, Himalayan, LWE, island or aspirational districts; 5% more for units in SFURTI or MSE-CDP clusters. Women-owned MSMEs get 100% subsidy (from 11 November 2023). There is also a ₹10,000 joining reward after taking the ZED pledge, testing support of 75% up to ₹50,000, and handholding up to ₹5 lakh.

MSE-CDP proposals come from clusters through the State Government, usually as a special purpose vehicle of member units.
