Fire NOC
Fire safety approval runs in two stages: a provisional NOC when building plans are approved, and a final NOC once fire protection systems are installed and inspected. Both are needed for factories, warehouses and cold stores above the thresholds set by state rules.
What decides your fire-safety requirements
- Occupancy class: industrial, storage and hazardous occupancies carry different requirements under the National Building Code of India and state rules.
- Building height and built-up area: these determine the number of staircases, means of escape, and systems such as hydrants, sprinklers and detection.
- Materials stored and processed: flammable materials, solvents, grain dust and refrigerants raise the bar for compartmentation and suppression.
Stages

Provisional NOC
Fire safety drawings are submitted with the building plan, so the design accommodates access for fire tenders, escape routes and water storage before construction.

Final NOC
After installation, the fire department inspects the systems against the approved drawings before occupation.
- 3
Renewal
The NOC is renewed periodically, with systems maintained and records kept for inspection.
Timelines in Uttar Pradesh
Provisional, completion and renewal fire NOCs are notified Nivesh Mitra services with a 15-day timeline from a complete application. Delays usually come from design changes made after the provisional NOC; we keep the fire consultant, architect and DPR aligned so the building that is approved is the building that is built.
