Online Dispute Resolution (ODR)
Since 15 October 2025, new delayed-payment cases by micro and small enterprises are filed on the MSME Online Dispute Resolution (ODR) portal rather than Samadhaan. The portal attempts an online settlement first and then refers the case to the State's MSE Facilitation Council.
How a case moves

File online
Log in with your Udyam registration and upload invoices, proof of acceptance or delivery, the ledger or statement of account and correspondence.

Online negotiation
The buyer is invited to settle through the portal. Many cases close at this stage.

Conciliation at the MSEFC
If unsettled, the Facilitation Council conducts conciliation.

Arbitration and award
If conciliation fails, the Council arbitrates. A buyer who challenges an award must first deposit 75% of the amount awarded.
Who can file
- Micro and small enterprises registered on Udyam as manufacturing or service units, as suppliers.
- Traders and medium enterprises are not covered by these remedies.
- The claim covers the principal and compound interest at three times the RBI bank rate with monthly rests, from the date payment fell due under the MSMED Act.
ODR support scheme: a Ministry of MSME scheme for 2023-24 to 2026-27 provides one-time support of up to ₹4,000 per MSE (₹2,000 for documentation and the ₹2,000 MSEFC application fee). See the scheme guidelines.
