BIS / ISI Certification
Many products can only be made, sold or imported in India with a BIS licence or registration, because a ministry has notified them under a Quality Control Order (QCO). If your product is covered, the licence has to be in hand before commercial production, so it belongs in the project timeline from day one.
Is your product covered?
- Check whether a QCO notified by the relevant ministry covers your product and which Indian Standard it refers to. QCOs exist for products as varied as toys, electrical appliances, steel products, chemicals and footwear.
- Note the scheme the QCO applies: the Product Certification Scheme (ISI mark licence, with factory inspection) or the Compulsory Registration Scheme (registration based on test reports, used mainly for electronics and IT products).
- Check the QCO's effective date and any relief for micro and small units. QCOs are amended, deferred and occasionally withdrawn, so confirm the current notification before planning.
The ISI licence process in outline
- 1
Prepare the factory
In-house testing facilities and a quality control system as the product's Indian Standard and BIS requirements specify, with calibrated equipment and trained staff.
- 2
Apply on Manak Online
Application with the product details, manufacturing process, test facilities and fees on the BIS portal.
- 3
Inspection and sampling
A BIS officer inspects the factory and draws samples for testing at a BIS or recognised laboratory.
- 4
Grant and surveillance
On satisfactory results the licence is granted; surveillance inspections, market samples and marking fees follow for as long as the licence runs.
Where we help
- Applicability check against the current QCO list and Indian Standard.
- Cost and time of certification built into the DPR and implementation schedule, including testing equipment.
- Document preparation and coordination with the BIS branch, laboratories and your technical team.
- Checking for support: BIS offers fee concessions for micro and small enterprises, and UP policies and the UP Startup Policy reimburse part of quality certification costs for eligible units.
