Land, Building Plan & Land-Use Change
Land decisions fix the project's cost, its approvals path and often its incentive eligibility. Whether you are bidding for an industrial plot or building on private land, we check the route, the documents and the timelines before money is committed.
Two routes to a site
- Industrial authority plot: UPSIDA and other industrial development authorities allot plots in developed industrial areas. Applications for allotment are routed through Nivesh Mitra, and some plots are offered by e-auction. Available plots and schemes are published by the authority; each offer has its own rate, earnest money and closing date.
- Private or agricultural land: the land must be usable for industry under the applicable master plan or zoning, and agricultural land needs a non-agricultural use declaration under the UP Revenue Code before construction. Title, access and land-use need checking before the purchase, not after.

Building plans are approved by the authority with jurisdiction over the site. Selected notified timelines from the Nivesh Mitra checklist:

Timelines run from a complete application. Pre-establishment approvals such as consent to establish and provisional fire NOC usually run alongside; see industrial compliance.

How we handle it

Site screening
Zoning or master-plan use, title chain, access road, power and water availability, and whether the location affects incentive rates under UP policies.

Allotment or conversion file
Application on Nivesh Mitra for an authority plot, or the non-agricultural use and land-use change file for private land, with the project details the authority asks for.

Building plan
Architect's drawings checked against the authority's building regulations (setbacks, ground coverage, FAR, parking, fire access) before submission on OBPAS or the authority portal.

Follow-through
Query responses, fee payments, lease deed or registry, and completion or occupancy certificates when construction ends.
Plot offers and e-auctions open and close on fixed dates. We check the authority's current advertisement before preparing a bid; closed schemes are not carried on this site. Under the UP Warehousing & Logistics Policy, eligible logistics projects can claim a concession on land-use change and development charges.
